Senior Manager, Housing Strategy and Supply
Reporting to the Senior Director of Strategy and Impact, the Senior Manager, Housing Strategy and Supply advances EHW’s strategic priorities by leading initiatives that increase the supply of and access to deeply affordable and supportive housing in Winnipeg. The Senior Manager provides strategic leadership, coordination, and expert advice to strengthen Winnipeg's housing system and increase the supply of deeply affordable and supportive housing. Through collaboration, funding, policy development, advocacy, and partnership-building, the position supports Indigenous organizations, non-profit housing providers, governments, developers, and other partners to advance housing solutions for people experiencing or at risk of homelessness.
The role requires a strong understanding of deeply affordable housing development and the housing ecosystem, as well as the funding and financing structures that enable housing projects. The incumbent will demonstrate both the ambition to advance large-scale, complex housing initiatives and the practical expertise to assess feasibility, including assessing project feasibility, interpreting financial models, understanding capital stacks and funding structures, and development planning.

Key Duties & Responsibilities
- Provide strategic advice and analysis on housing policy, systems planning, housing development and funding
- Build and maintain collaborative relationships with government, sector partners, housing providers, developers, funders, and community non-profits to advance housing policies, partnerships, and initiatives
- Research, analyze, and synthesize best practices, policy innovations, housing market trends, and funding opportunities to inform strategic planning and housing initiatives
- Identify opportunities to increase the supply of affordable and supportive housing by providing strategic guidance, technical assistance, and capacity-building support to housing proponents and development partners
- Support housing proponents in navigating planning, approvals, funding opportunities, partnership development, and other processes required to advance housing projects, while identifying and addressing systemic barriers
- Collaborate with the Housing Supply Action Committee, working groups, and cross-sector partners to identify priorities, address barriers, coordinate initiatives, and advance shared housing objectives
- Assess project feasibility and provide informed advice regarding development processes, financial models, capital stacks, development timelines, risk factors, and funding opportunities to support complex housing initiatives
- Integrate knowledge of government and Indigenous housing policies, programs, and funding opportunities into housing initiatives, partnerships, and strategic planning
- Support the development and administration of funding, contribution and other agreements, as required
- May lead the establishment and ongoing coordination of a housing innovation incubator and/or Indigenous housing association to strengthen community housing capacity
- Lead in the supervision, coaching, performance management, and evaluation of Housing Strategy and Supply staff
- In collaboration with the CFO, develop, monitor, manage and administer budgets
- Develop and deliver presentations, briefing materials, and knowledge-sharing resources
You are passionate about ending homelessness and have an in-depth understanding of homelessness and housing, as well as the needs of particularly vulnerable and over-represented populations and the issues affecting many homeless and low-income people. You also possess the following qualifications or an equivalent combination of education and related experience:
- As an Indigenous organization and given in recognition of the overrepresentation of Indigenous people among those experiencing houselessness, EHW is seeking Indigenous candidates and those demonstrating knowledge of and experience working with Indigenous peoples, communities, cultures, histories, and ways of knowing is required. This includes an understanding of the historical, structural, and ongoing impacts of colonization on Indigenous peoples and experiences of homelessness
- Post-secondary degree in urban planning, community development, economics, real estate development, geography, finance, public policy, public administration, or related discipline. A graduate degree is considered an asset
- Demonstrated experience in affordable housing, supportive housing, housing policy, community development, housing finance, urban planning, real estate development, or related sectors. Experience supporting affordable housing development projects or housing proponents is strongly preferred
- Strong knowledge of affordable and supportive housing systems, housing finance, development processes, funding programs, and regulatory environments, including the ability to interpret financial models, capital stacks, project feasibility analyses, and funding requirements
- Knowledge of federal, provincial, municipal, and Indigenous housing policies, programs, and funding opportunities
- Experience in policy analysis, research, environmental scanning, and the preparation of reports, briefing materials, recommendations, and other professional written communications
- Demonstrated experience leading, supervising, coaching, and evaluating staff
- Experience managing projects and budgets
- Excellent communication, facilitation, and relationship-building skills
- A valid Manitoba Driver’s license and access to a personal vehicle
This is a full-time, out of scope (non-unionized) permanent position
Salary range: $76,587 to $94,192 depending on qualifications and experience.
