Under the general direction of the Manager, Gas Market Operations, lead seven employees in two complex and unique gas market functions. The Gas Logistics function, consisting of five employees, forecasts and nominates natural gas supply to meet Manitoba natural gas demand. The Direct Purchase function administers the competitive market for natural gas in Manitoba. The Supervisor ensures accurate delivery of three specialized natural gas service offerings and ensures compliance with international reporting obligations.

Responsibilities:
  • Supervision of staff including assignment of work, coaching, and completion of performance reviews and development plans, including regularly scheduled section meetings.
  • Leads continuous improvements to process and systems. 
  • Ensures accurate application of and staff adherence to UNIFOR and CUPE Collective Agreements. 
  • Leads the administration of gas retail choice options (Transportation Service, Interruptible Sales Service, and Western Transportation Service and the associated Agency Billing and Collection Service) in accordance with the relevant Terms & Conditions of Service.  
  • Collaborates with Customer Energy Services on matters affecting Interruptible customers.
  • Liaises with Transportation Service customers and their nominating agents to ensure their gas deliveries and consumption are balanced.
  • Administers Transportation Service balancing fees. 
  • Manages Gas Supply's enhancement requests/change orders for webTrader GasTM with OATI (vendor for deal capture, scheduling, and accounting system).
  • Responsible for Centra's reporting obligations to U.S. Customs & Border Protection and Canada Border Services Agency. 
  • Ensures accuracy of financial remittances under Western Transportation Service.
  • Oversees accuracy of annual Western Transportation Service gas loan reconciliation and financial true-up. 
  • Liaises with management at retail natural gas marketers to ensure their understanding of the rights and obligations of participation in competitive natural gas market in Manitoba.

Qualifications:
  • Bachelor's degree in a business-related discipline combined with a minimum of five years of progressively responsible experience in a regulated energy utility, demonstrating the skills and abilities required for the position.
    OR
  • A two-year diploma in business or utility management, combined with a minimum of seven years of progressively responsible natural gas industry work experience.
    OR
  • An equivalent combination of education and experience at the discretion of the hiring manager. 
  • Must have proven supervisory experience in leading and developing employees.
  • Demonstrated ability to:
    - Provide leadership, coaching, and mentoring.
    - Communicate complex subject matter to both technical and non-technical audiences.
    - Build trust and credibility with internal and external stakeholders.
    - Establish and maintain productive business relationships with senior management of external service providers. 
  • Knowledge of Manitoba's natural gas regulatory environment.
  • Knowledge of the Manitoba competitive natural gas market would be an asset.
  • Strength with financial accounting concepts.
  • Strong analytical skills, including experience in the development and use of spreadsheets and databases.
  • Must complete Manitoba Hydro Standards of Conduct training.
  • Experience with webTrader, Banner, and SAP would be an asset.
  • Training or experience in developing and applying process improvement methodologies would be an asset. 
  • Training or experience in statistics and understanding of load forecasting methodologies would be considered an asset.

Salary Range 
Starting salary will be commensurate with qualifications and experience. The range for the classification is $46.06-$63.60 Hourly, $88,269.22-$121,866.94 Annually.
