Manitoba Motor Carrier Enforcement Officer (MCEO) is hired at the Motor Carrier Enforcement Officer 1 (MC1) level unless the incumbent is already a certified CVSA/NASI Inspector, which is a requirement to be at the full-working level of Motor Carrier Enforcement Officer 2 (MC2) classification. Upon successful certification, incumbents are eligible for appointment to the MC2 classification.

Motor Carrier Enforcement Programs are dedicated to enhancing public safety, promoting the economy, supporting sustainable development and protecting Manitoba's investment in highway infrastructure through the development, administration and communication of enforcement programs, and services that facilitate movement by commercial motor carriers in a safe and efficient manner and promote uniform compliance with provincially, federally and internationally accepted standards. Conditions of Employment:
- Must be legally entitled to work in Canada
- Must provide and maintain a Satisfactory Criminal Record Check (including Vulnerable Sector Search)
- Must provide a satisfactory medical fitness report(s)
- Must have a valid Manitoba Class 4 driver’s licence in good standing, or be able to obtain a valid Manitoba Class 4 driver’s licence within 30 days of hire. Must have no more than 5 demerit points as documented on a driver’s abstract. For out of province applicants, candidates must have the equivalent class of driver’s licence in their jurisdiction or be able to obtain a valid Manitoba class 4 driver’s licence within 30 days of hire.
- Must be physically capable of performing all functions of the position, including crouching, bending, climbing, twisting, standing/sitting for prolonged periods, working in confined spaces (i.e., vehicle undercarriage inspections), medium to heavy lifting, as well as carrying heavy equipment for a distance.
- Must successfully complete a timed Physical Abilities Test (must submit an approved medical assessment by a Physician in advance)
Qualifications:
Essential:
- Successful completion of a law enforcement/public safety diploma or degree program; or experience working as an enforcement or law enforcement officer (an equivalent combination of related education and experience may be considered)
OR
Red Seal Mechanic certification with experience performing mechanical inspections, and/or repairs/maintenance on regulated commercial vehicles or experience working as a full-time Commercial Truck Driver (having successfully completed the Mandatory Entry Level Training (M.E.L.T.) program - General aptitude for mathematics, including problem solving and calculations
- Strong verbal communication skills with the ability to interact with the public and handle difficult situations in a diplomatic manner
- Effective written communication skills including the ability to review and prepare comprehensive proposals and reports
- Ability to work independently and make sound decisions
- Effective interpersonal skills including the ability to develop and maintain positive working relationships with internal and external stakeholders
- Strong ability to work effectively in a diverse team environment
Desired:
- Knowledge and understanding of commercial surface transportation issues and practice
Duties:
The Motor Carrier Enforcement Officer (MCEO) functions as a Peace Officer, a Federal Hours of Service Inspector, and Commercial Vehicle Safety Alliance (CVSA)/North American Standard Inspection Program (NASI) Certified Inspector, conducting detailed roadside and weigh station investigations of commercial motor carrier records pertaining to drivers, and intra-provincial and extra-provincial regulated commercial vehicles. The role of an MCEO is to ensure compliance with the requirements of the National Safety Code, The Highway Traffic Act (Manitoba), Motor Vehicle Transportation Act (Canada), the Dangerous Goods Handling and Transportation Act, The Fuel Tax Act, Provincial Railways Act, The Tobacco Tax Act and regulations made under these Acts. These duties and responsibilities are performed while undergoing training during the first year of employment as an MCEO. Upon successfully obtaining all certifications, the incumbent will be eligible for promotion to MC2 status and must thereafter maintain all the qualifications and specific designations required.
