Introduction
The Property Services Branch oversees Manitoba's Social and Affordable Housing Rental Programs, managing 12,043 subsidized rental units across 195 communities within two regions and 15 district offices. Each district handles leasing, maintenance, and tenant services. This position is responsible for providing direction on capital project planning and coordinating the delivery of approved current and future annual capital projects in collaboration with the Capital Project Planning and Delivery (CPPD) division.

Conditions of Employment:

  • Must have a valid Class 5F Manitoba Driver’s Licence with access to a vehicle
  • Must be willing and able to travel throughout the province and occasionally outside of Manitoba (within Canada) with possible overnight stays
Qualifications:
Essential:
  • Post-secondary degree in a related field such as project management, planning, engineering, certified engineering technologies, business or public administration. An equivalent combination of education, training and experience may be considered.
  • Management experience in a private/public service environment and demonstrated leadership abilities in a team environment are necessary.
  • Knowledge of capital planning principles, inputs, processes and methodologies, including applicability to a public sector setting.
  • Extensive experience in asset management, preferably in the context of social and affordable housing.
  • Strong financial management skills, including experience managing large budgets and exercising delegated financial authority.
  • Strong project management skills, with the ability to coordinate and deliver complex capital projects on time and within budget.
  • Strong analytical skills to assess asset performance and identify areas for improvement.
  • Strong verbal communication skills with the ability to communicate with and present to all levels of the organization, as well as external stakeholders.
  • Superior written communication skills, including writing a variety of authority seeking documents for senior leadership. 
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
Duties:
Reporting to the Executive Director of Property Services, the Director of Assets and Capital Planning is responsible for overseeing and managing all Asset Management (AM) and Capital Planning operations for Manitoba Housing’s direct-managed portfolio. This role includes leading a staff and managing an annual budget of $63.8 million, with significant delegated financial authority at the director level.
